Quality of the steaks has dropped...stringy, fibrous..seems like they are using cheaper cuts

Slow, disinterested service matched with improperly cooked meat - note to Morton's: "medium" does not mean cold and raw in the center. Note wrt Tysons: Smoke from the bar is overwhelming at the entrance and wafts into the dining room. Pass.

A waiter arguing with a customer shows poor customer service. It most certainly proves that customers are not valued. I don't like restaurants that do not put customers first; it is the reason they exist. Thanks for sharing your experience.
In my own experience at the Morton's (Tysons VA) the food was great. I've been a dozen times and my steak of choice is usually either Porterhouse or Ribeye, butterflied.

Went on a Sunday; dining room didn't open til 5 so had a glass of wine at the bar, where I was shocked to learn smoking is allowed. Wine list was poor for a "fine" steak house. While the food was hardly what I would call "fine dining", and I only rate it a "VG" because it is compared to most chain restaurants. Service was attentive, but most dishes were too salty. I would not return. Ruth's Chris is better value for the money IMO.
