Elegantly modern, fun, hip design. Attentive service and food beautifully presented. I wish the food was as exciting as everything else. Food is good and tasty but lacks "wow!" factor. I tried to project the exitment of the environment to the food, but it was just average. Thankfully the prix-fixe menu and cocktais are a plus.

Went during restaurant week for the first time to celebrate a friend's birthday. The menu selection for $30 was impressively varied. The service was an A & the sommelier was very knowledgeable re the wines. The BBQ Asian ribs were so moist! and so was the chocolate cake. They brought a special birthday treat for my guest which pleased her but made me look good too!. The decor is tres chic! Best new restaurant I've been to in years.

The $29 prix fixe on a Saturday night is an outstanding value and includes many of the menu items. The sea bass spring rolls first course were excellent, and the second course of scallops was prepared well, although there were only two and the accompanying noodles were bland. The spiced beef was very good, as was the salmon large plate. The deserts of molten lava cake and banana bread pudding were quite good as well.

Oya is a surprise. Asian-French, what makes it special is the remarkable three-course dinner available for earlybirds (till 6:30 every day but Sunday). 5-8 choices for each course. The food compares well with places costing 4-5 as much. A couple of flaws--too much salt once, slightly overcooked noodles--but overall Oya provides excellent cooking/plating. Superior service, friendly even if you are on the bargain menu! One of DC's best deals!

You'd think you were transported to L.A. More hip and hype than a place to have a top dining experience. Not that the food is bad (bar drinks were weak) - it just isn't a place you'd say you have to return to. There are better restaurants in Penn Quarter. We enjoyed the scene and the decor.
