Grays Ferry, off the southwest corner of Center City, is on its way up, and yello’bar, a long-awaited gastropub already popular among the Irish community, just might be leading the way; its low-priced menu amply covers the basics, while its decor employs all sorts of Gaelic tchotchkes (street signs, etc.).
