Tinto, Jose Garces' Basque jewel box, is offering the "Bilbao Express" ($15.99), which features a choice of soup or salad plus sandwich and nonalcoholic beverage; the pintxos (tapas) menu is also available. At Alma de Cuba, Jose Rodriguez and Stephen Starr's lush hideaway, choose from ceviches, salads, apps and main plates, all priced under $14, as well as from an array of virgin mojitos.
