West Conshy hang Stella Blu marks its cozy renovation (larger bar) and its new menu (global tapas) with happy-hour specials (5–7 PM) that include $8 wine flights (Monday–Friday), $5 martinis (Tuesday and Thursday) and half-price plates (Monday–Wednesday).
