In the tidy, spartan Cafe Coláo at the edge of Northern Liberties, a homesick Puerto Rican chef cooks hearty breakfasts along with island specialties like tostones (fried green plantains), mofongo (green plantains smashed with garlic and gravy) and chuleta (fried pork chop); for the less adventurous, there’s a small roster of sandwiches, burgers and cheese steaks.
