Helmand Palace, San Francisco’s revered Afghan restaurant (run by Afghanistan president Hamid Karzai’s brother), has reopened in a new Russian Hill locale after a landslide forced it to move from its original North Beach digs; luckily for regulars and newcomers, little else has changed – the menu still features a tantalizing array of fragrantly spiced pumpkin, lamb and curry dinner items, and the wallet-friendly $10 lunch buffet is back; even the dining room retains the old-world vibe decked out with the same art and artifacts.
