Dona Savitsky and Thomas Schnetz, the duo behind the East Bay’s popular Dona Tomas and Tacubaya, depart from their signature Mexican cuisine at Flora, an art deco–tiled, New American eatery located in the up-and-coming Uptown area of Downtown Oakland; already, a young, hip crowd is bellying up to the curvaceous bar for retro cocktails and upscale comfort food, which is served all day.
