At Policy, a hip-looking resto-lounge set to open below U Street by the end of the month, globally inspired New American small plates will be dished up in a dimly lit, dinerlike room – think red vinyl booths and lamps made from bottles hanging over a deco-ish bar; upstairs is an eye-popping lounge sporting colorful graffiti-painted walls – tagged by street artist Andrew Funk – fanciful chandeliers and a marble and glass bar (1904 14th St. NW; 202-387-7654).
