New Heights, the second-story Modern American overlooking Rock Creek Park greenery, has added a ground-floor cafe with tall windows that open onto sidewalk seating, offering a choice spot for urbane people-watching over fun, funky cocktails. On the menu are interesting seasonal nibbles and sharing plates, housemade charcuterie, creative entrees like a BLT made with crispy braised pork belly, and scallops in brown butter with deviled eggs (202-234-4110).
