After closing briefly, Nicaro in Downtown Silver Spring has reopened with the same name but a new chef/co-owner, Luis Martinez, who is offering moderately priced Eclectic fare ranging from the likes of an Indonesian chicken-shrimp wrap to seafood bouillabaisse; the decor’s been given some dramatic touches (a bold red wall, accent lighting), and there are plans to offer enticements like weekday drink deals. Meanwhile, Nicaro’s previous chef-owner, Pedro Matamoros, is working on a new Silver Spring restaurant that’s expected to open this fall at 8407 Ramsey Avenue.
