WAY over rated! If cold risotto makes this one of the best Italian rest in BTown I'm glad I live in Philly. Otherwise I would describe Carmen's as a decent but uninspiring place to eat. Now for the service - rude is the best word - when you are handed your bill and your coat at basically the same time.
Superb meal, BUT they take more reservations than they have tables and there was a wait ( about 15 minutes) for a table and the NOISE LEVEL made it very hard to have a conversation.
But again, the food was fantastic.
It does not get better than this when it comes to small Italian restaurants in the North End. Be prepared to wait because seating is limited, but the wait is worth the opportunity to experience the great food, romantic ambiance and great service. Scallops cooked perfectly, salad flavors done just right and wine list priced fairly. Magnifico!
Only quibble is that the "Panzanella" salad, while a very good salad, has toasted croutons in it, so not really panzanella.
Flatbread had great flavor, rigatoni pasta nice.
