"Authentic, consistent" and delicious, the food at Staten Island's "only" Vietnamese is always "fresh", and prices are "economical"; it's located in a strip mall, and there's no liquor or reservations, but regulars are content to "sit upstairs" in high-backed booths and relish the pho, which comes in more than a dozen varieties of light broth, spices and beef.
